Message from the expert panel
The creation of an expert panel on activity-based funding was announced in the Budget Speech of March 20, 2012. In November of that same year, the panel’s mandate was clarified to focus on examining patient-based funding formulas. To better reflect this shift, the panel’s name was changed to Expert Panel for Patient-Based Funding. The latter is mandated to make recommendations with a view to the gradual implementation of new, patient-based funding methods in the health and social services sector. The purpose of this measure is to improve the organization of services and allocate resources more fairly and optimally.
On February 20, 2014, the expert panel tabled its report after 21 months of work, during which individuals and organizations were invited to share their viewpoints on patient-based funding issues and discuss specific aspects of implementing, testing and generalizing the funding method.
